Tenoch Flores
Tenoch Flores leads his own agency, Tenoch Flores Strategies, as a strategic communications consultant with twenty-five years of experience in advocacy and campaign communications. He has advised clients and directed communication campaigns at the federal and state level.
Most recently, he worked to support Smart Justice California’s legislative and electoral priorities during one of the most challenging political environments for the criminal justice reform movement.
In 2020, Tenoch directed communications for the NILC Immigrant Justice Fund’s electoral advocacy campaign that ran digital ads using poll-tested, pro-immigrant messages aimed at persuadable voters in Wisconsin, Arizona and North Carolina. The campaign’s targeting, messaging and ads contributed to the Biden-Harris Presidential ticket’s win in two of three critical swing states.
In 2019, he directed the ACLU of California’s legislative communications strategy as they worked to pass AB 392, raising the state’s use-of-force standard for police. With Governor Newsom’s signature, police officers are allowed to use deadly force only when necessary to defend against an imminent threat of death or serious bodily injury, establishing one of the strongest use-of-force laws in the country.
In 2017, Tenoch was a lead communications strategist in the fight to pass The California Values Act (SB 54). The bill, signed into law by Governor Jerry Brown, prevents state and local law enforcement agencies from using their resources on behalf of federal immigration enforcement agencies. Tenoch is proud to have played a role in helping California keep the promise that leaders of the state legislature made the day after the 2016 election: “California will defend its people and our progress.”
From 2009 to 2015, he served as Communications Director for the California Democratic Party during three of the most successful election cycles in the Party’s history (2010, 2012, and 2014).
Earlier in his career, Tenoch was the media relations manager for the ACLU of Southern California where he was responsible for shaping the organization’s message and managing media interactions immediately following the attacks of 9/11. He began his career on Capitol Hill working in Senator Barbara Boxer’s (D-CA) communications office.
Tenoch is bilingual and has extensive experience working with Spanish language media. He has also designed and taught courses in campaign communications strategy at the University of California, Los Angeles (UCLA) and the University of San Francisco.
